This is a CD-ROM and video series intended as a training tool for personal assistants concerning consumer direction.
Health and human service agencies, independent living centers, or instructors that provide personal assistance services (PAS) can use this training package to recruit, train and maintain personal assistants and other non-medical home caregivers. It presents a candid and balanced overview and includes important perspectives of people with disabilities, caregivers and agency managers.
For people with disabilities, there is a trend away from institutional life and toward options for living in their own homes and community, especially in the 1999 Olmstead Supreme Court decision and the New Freedom Initiative. The result is an increasing demand for trained personal assistants. Furthermore, there is a large and growing need for personal assistants who understand consumer-directed care. Agencies who train and place personal assistants need to be prepared with updated training resources.
Focus groups of PAS users, personal assistants, and agency personnel were conducted. Content was analyzed in more than 50 personal assistance services training manuals and related materials from independent living centers, state Medicaid agencies, and independent trainers.
Inconsistent topic coverage in training manuals and other materials, especially in areas that focus groups indicated were crucial, reflected the need for the creation of these multimedia materials.
To help recruit, train and retain skilled personal assistants, the interactive CD-ROM presents four learning units with training overviews, personal case studies, interactive exercises, and self-testing. The four videos cover the same information and include Learning Guides. Unit Titles are: 1- Consumer Direction: What is It?; 2- Health & Safety; 3- Communication; 4- Rights & Responsibilities.
The products offer a clear understanding of what Consumer-Directed Personal Assistance is, and how it enables independent living for people with disabilities. They were designed for use by Independent Living Centers, Home Health Care agencies, Services Agencies, and other vocational trainers of personal care assistants.
