Abstract
In 2003, as part of a broad health care reform effort, the Legislature mandated the Health Resource Allocation Plan. This document provides a broad inventory of Vermont health care resources, identifies policy questions that need further exploration, suggests various options for addressing outstanding issues where consensus may be difficult to achieve and guides future new health care project planning and development. Chapter 5 focuses on long-term care services in Vermont looking at expenditures for nursing homes and home and community-based programs.
