Seiler, Ron and Jolene Zajdel. (June 2003 (revised January 2004)). Direct support professional statewide workforce employment assessment report. Idaho Council on Developmental Disabilities.
Abstract:
In 2002, the Idaho Council on Developmental Disabilities (DDC) established a Direct Support Professional Task Force to examine Idaho's direct-care workforce crisis. The Task Force identified four major categories important to direct support professionals: Salaries and Benefits; Recognition and Respect; Work Environment; and Information and Training. Using these categories a survey was sent to direct support professionals in a variety of settings (assisted living, community rehabilitation, developmental disability agencies, group homes, home care providers, IFC-MR, mental health agencies and nursing homes.) DSPs were asked to identify three items that would assist in better job performance; wages and benefits came up most often. The report concludes with a set of recommendations designed to address the following issues identified by workers: Recruitment and Retention, Training and Professional Development, and Wages and Benefits.

Abstract:
This study examines whether or not personal assistant service (PAS) workers are covered by workers' compensation insurance when they work for household employers. An historical overview and a state-by-state break down of the various laws as they relate to direct-care workers are provided. Problems are identified with the frequently ambiguous employment classification of PAS workers and the dearth of adequate insurance options for employers. Positive examples of accessible and affordable programs are also discussed.
