Angley, P. & Newman, B. (2002). Who Will Care? The Recruitment and Retention of Community Care (Aged and Disability) Workers. Fitzroy Vic., Australia: Brotherhood of St. Laurence.
Abstract
This report describes Australian community care (aged and disability services) organizations’ key strategies to improve worker recruitment and retention.
Questionnaires were sent to all community care organizations throughout Victoria (Australia) identified as providing home- and community-care services. Eleven organizations were selected to be interviewed, having been identified as implementing innovative or diverse methods to improve recruitment and retention of their staff.
Four central topics were identified: recruitment, retention, qualifications and training, and staff support. In terms of recruitment, almost half of home care service providers (43%) had difficulty recruiting suitable staff within the last 12 months, whilst over half of personal and respite care service providers experienced similar problems. Organizations had significantly less difficulty recruiting for other community care services such as planned activity groups, delivered meals and home maintenance, with only a small minority experiencing these problems. For-profit organizations appeared to experience more difficulty recruiting than local government and not-for-profit organizations, and local government organizations located in socio-economically advantaged areas also appeared to have more difficulty recruiting.
